Unless we want to have a half-assed casino

our constitution to make it clear to our Supreme Court that a casino is
not a lottery. They are two different things. They are separate and

The twisted legal logic the high court uses to make
them the same could very well mean Rhode Island is never going to get a
gambling casino. That may very well be the whole idea. States can
run lotteries. It isnt rocket science.
You print some scratch-off tickets, pick a daily number and for people
who like to see a lot of zeroes (which is good, because that is
inevitably what they wind up with) you hook up with one of those
multi-state online games like PowerBall. Then sit back and let the money
roll in from milk stores and coffee shops all over the state. If you
really want to rake in the dough, you fill up an old dog track with slot
machines — oops, I mean video lottery terminals — and say hallelujah!
But running a casino takes a completely different set of skills. It is a
combination entertainment, recreation, hospitality and gaming operation.
Its not something that can be run by the guy from the Department of
Transportation who had enough seniority to bump someone else out of the
job.
You dont see the state of Nevada operating any casinos, do you? Yet Las
Vegas seems pretty successful and is raking in quite a bit of money from
the ones that are there.
